Washington House Bill 1337 was passed into law in 2023, thereby requiring Washington cities to update their ADU codes to allow two ADUs, drop owner occupancy, eliminate off-street parking requirements, allow condoization, and reduce impact fees by 50% for ADUs. This law will supersede all existing municipal standards.

This recorded webinar will provide an overview of the state law by the Department of Commerce, the authority that administers statewide housing laws in Washington. The presenters will cover how this law is going to be rolled out in practice by municipalities.

The intended audience for this session are ADU practitioners (designers, builders, lenders, appraisers, real estate professionals, entrepreneurs) and municipal planning staff that are seeking to understand how this law will work statewide.

Gain insights on this legislative topic and the opportunity to consider how these zoning changes impact development entitlements. There will be an opportunity to ask questions about these new regulations.

Anne Fritzel (Presenter)
Housing Programs Manager, Washington State Department of Commerce

Anne oversees the GMS housing unit, which includes communicating about and implementing new housing-related planning laws, projecting housing needs and updating the housing element, implementing middle housing and accessory dwelling unit laws, administering housing grant programs including transit-oriented development and the CHIP program, and supporting local multifamily property tax exemption programs.

Adam Weinstein
Department of Planning and Building, City of Kirkland 

Adam Weinstein is the Director of Planning & Building for the City of Kirkland, WA, where he oversees long-range planning, sustainability, housing, urban forestry, code enforcement, and all aspects of permitting. He helped lead the effort to liberalize missing middle housing and ADU regulations in Kirkland in 2019 and 2020. Adam first engaged with city planning as a local government beat reporter for his college newspaper, where he wrote stories about light rail, agricultural land protection, and downtown redevelopment.

Kol Peterson
Accessory Dwelling Strategies, LLC

Kol is the owner of Accessory Dwelling Strategies LLC, a company dedicated to ADU related education, advocacy and consulting. Kol edits and manages AccessoryDwellings.org and BuildinganADU.com, websites that address ADU policy issues, best practices, and feature an array of ADU projects. He also teaches ADU classes through Earth Advantage wherein brokers can earn an ADU Specialist Designation. Kol also runs Portland's city-wide ADU tour, and does ADU related teaching, speaking and consulting for a variety of audiences.
